Daley says he can’t recall any county employee ever receiving severance pay.

“In this day and age, if that would be the usual, customary in other institutions. It might have been prior to this economy. But at this time, I would find it questionable,” Daley said.

Salaries Rising for Top at County Health System

Chicago – It was hailed as a major victory for reform in Cook County, the independent board that took over the county’s health and hospital system, bringing in major savings for taxpayers. But FOX Chicago News found one area where spending is not going down: top salaries and bonuses.

It is the last, best hope for thousands of Cook County residents. The county’s health and hospital system provides a safety net for people who are poor or can’t afford health insurance.

But the top administrators who run the massive health system are now getting a different kind of safety net of their own, one that has some Cook County commissioners reaching for the aspirin.

“I think it’s a bad precedent to start,” said Commissioner Peter Silvestri.

Peter Silvestri is among several Cook County commissioners questioning a severance package given to David Small, who worked for the health system for less than two years as chief operating officer and then interim CEO.

When Small left Cook County last year for a job in Florida, he received a severance check for more than $68,000, about a quarter of his annual salary. plus another $63,000 in performance bonuses.

“A $68,000 severance package pays for another nurse or another sheriff’s deputy, or whatever,” Silvestri said.

Warren Batts is chairman of the new independent county health system created by county commissioners two years ago in a tradeoff for the penny sales tax increase.

The goal was to strip control of the county hospitals and all the jobs and contracts from Board President Todd Stroger.

Batts says it’s a new era, and to get the best and brightest healthcare administrators, you have to pay competitive wages, bonuses and severance.

“We’re not trying to give money away. We’re trying to get the very best people here to operate this system as we possibly can,” Batts said.

Indeed salaries for top administrators have risen dramatically under the independent board.
CEO William Foley is making $500,000 a year, compared to the $310,000 former CEO Robert Simon was making when the independent board took over in 2008.

When the $127,000 head of ambulatory services was fired last year, she was replaced by a consultant making $389,000.

“We’re still a very low-paying operation here compared to other public hospitals across the country, and terribly low compared to other hospitals in the Chicago area,” Batts said.

The Metropolitan Chicago Healthcare Council says the average total compensation for a hospital CEO is $907,000, nearly twice what Foley is making.

Nevertheless, some Cook County health system employees say the higher pay and bonuses hasn’t translated into better care.

“What we’ve seen since the independent board came in is another layer of management making a lot of money,” said Regena Ellis, Stroger Hospital Clinical Nurse.

Stroger Hospital’s unionized nurses say they’ve lost 80 positions and haven’t had a raise in two years.

“We’ve seen numerous people hired on the administrative side, but none hired who work directly with the patients at the bedside,” Ellis said.

The salaries, bonuses and severance could become an issue when the county board decides whether to retake control of the health and hospital system next year.

“I understand the hospital is not the same as running some other government operation, but there still should be some justification for the large increases in salary. And I’m not alone in this. I think commissioners who were both for the independent board and against it are concerned about it,” Silvestri said.

Cook County Commissioner Jerry Butler, who also sits on the independent board, says he signed off on the raises and severance because sometimes you just have to sweeten the deal to get the best people for the job.

Chop the salaries of “public servants”

It’s bad enough to suggest that “public servants” forgo raises, even when pay increases in the private sector are as rare as, well, pay increases in the private sector. But imagine the din that will be aroused when someone, in all seriousness, exhorts public servants to take pay cuts.

It makes sense. Reductions in pension benefits for future state workers do nothing to pull Illinois out of its financial sinkhole. House Speaker Michael Madigan and other masterminds of the crisis want us to think they have done something good and useful by their surprise passage of a two-tiered pension system for public employees. Eventually good, yes, but of little immediate use.

An immediate solution is nothing less than a pay reduction for all public employees.

This is heresy of great and lasting offense. It will be regarded as so crackpot and so unlikely that it’s not even worth discussing it.

But that’s the chance Rick Roberts and his colleagues are willing to take, because of their belief that being a public servant actually means something other than extorting whatever you can out of taxpayers. Roberts, past head of the Christian Industrial League and a national Point of Light award winner, is a spokesman for a new business networking group in Chicago called the Universal Professional Business Network, which dedicates itself to promoting the core values of justice, courage, prudence and temperance. Roberts said UPBN’s core philosophy reflects the “service above self” ideal of Rotary International (a service club organization), while being freer to reflect each individual’s religious lives. Roberts said UPBN (at UPBNChicago.org) would be a “little smaller and more nimble … We are not a political organization and we represent a wide range of political and social perspectives.” It calls on men and women of conscious to speak out in the face of injustice.

And one of their perceived injustices is how public employees and their unions are damaging the common good by recognizing little else but their own self-interest. Their refusal to sacrifice, Roberts believes, has pushed the state toward financial ruin, thereby jeopardizing the many important and critical works that state and local governments must do. In that, it becomes a moral and an ethical issue.

The definition of “public servant” has been neutered into something that now only means someone who holds a government position, never mind whether actual service to the public is involved. That has to stop. “Anyone who works for government should be a public servant in its true meaning, in that the public good is their primary goal,” he said. “In a nutshell, they must immediately agree to take a pay cut and freeze all pension benefits at current levels. The argument that these employees have ‘earned’ these benefits is specious to begin with, but beside the point. As public servants, their first obligation should be to the public good.”

The process must start with elected officials, Roberts said, because they must lead by example. That doesn’t mean taking a few furlough days off, but taking real pay cuts. “Such powerful symbolism then would position them to negotiate with public employees and their unions to agree to do the same. Should the economic status of Illinois dramatically improve in the future, then possible salary and benefit restoration could be considered.

“The only exceptions to this would be first responders, such as police, firefighters and emergency medical technicians. All public school teachers would be included (in the salary reductions) if any portion of their salaries are state subsidized.”

Roberts has no illusions about the political and practical difficulties of what his group is proposing. “We are not naive,” he said, “we expect a lot of pushback.” But UPBN sees the issue in ethical and moral terms, based on the premise that government and its workers must act in the name of the common good.

That, indeed, is a jarring concept for politics as it is done in Illinois. It will be rejected out of hand by the many who regard the attainment of the moral and ethical to be impossible in Illinois. But if that now has become the prevailing view, then we have, indeed, hit bottom.

Two teams, one from one school and one from another school, played each other in a sport game. The devils beat the patriots. The 2 teams were supposed to be evenly matched up, but it was late discovered that the devils were 8th-graders, and the patriots were 4th-graders.

The 8th-graders obviously knew all this. Nonetheless, the 8th-graders loved and cherished their trophies. They slept, hugging their trophies. They worshiped each other and their awards. They were proud.

I thought to myself and along with our conservative, modest pals: Have they no shame?! We never ever saw such contemptuous hubris and utter ignorance. We then remembered the democratic party politicians.

This is the situation with the liberal democrats beating the conservative republicans across the country for decades, gaining control of: bureaucracies, agencies, mayor’s offices, county clerks, schools, libraries, etc. Most importantly, the democratic party controls the American media.

The culture in America is dumbed-down. This fact is irrefutable, incontrovertible and undeniable. It is “cool” to be a democrat party voter, and have an anything-goes attitude and a “whatever” philosophy. If you are a republican, you must be mean. If you are a republican of course you are also a racist.

This is the deranged, upside-down world we live in.

Good is called evil. Evil good.

Up is down, Down up.

Truth is called a lie. Lies the truth.

The field is tilted almost completely to rig every election for democrats…especially in cities….especially in Cook County cities…especially in Chicago.
That’s the John Daley-Rich Daley way to win. Shameless.
